Decentralisation policy seeks to give powers of local governance to the people and enhance their participation in the exercise of powers of the State By Tinashe Mukori The Government of Zimbabwe identified devolution as a key pillar to achieving an upper middle-income economy status by 2030. Devolution is essentially an integral part of that democracy that brings decision-making to the very localities where implementation of plans, policies, programmes and prioritised projects majorly takes place. Under devolution, citizens are actively involved in setting the development agenda particular to their communities.
